Hong Kong has officially confirmed that its first regulated stablecoins will enter circulation between the middle and second half of 2026. The announcement, delivered by Secretary for Financial Services and the Treasury Christopher Hui to the Legislative Council, follows the granting of stablecoin issuer licenses to two institutions with banking backgrounds in April 2026. The expected launch timeline is based on the institutions’ existing business plans, signaling that the licensing process is moving from policy to execution.

Under the Stablecoins Ordinance, which took effect in August 2025, licensed issuers must back their tokens with eligible reserve assets — including bank deposits and high-quality liquid debt securities. Separately, HKEX and the HKMA have begun testing a wholesale e-HKD for derivatives trading, allowing clearing participants to use central bank digital currency for after-hours margin payments. These experiments directly link stablecoin technology to traditional finance settlement systems. At the international level, the HKMA is participating in studies led by the Bank for International Settlements (BIS) to analyze how stablecoin adoption affects banking systems and to keep Hong Kong’s framework aligned with global standards.
Market Outlook: Bullish for Crypto Adoption and Infrastructure Tokens
The Hong Kong stablecoin initiative is a net positive for the crypto market. Regulated stablecoins reduce counterparty risk and increase trust among institutional investors. If successful, this could drive capital inflows into Hong Kong-based exchanges and custody services, boosting demand for Bitcoin and Ethereum as core collateral assets.
